28 percent tuition increase. Under President Bush, average tuition and fees for public, four-year institutions have risen by 28 percent-a $1,032 increase after adjusting for inflation.

Wes Clark's Turnaround Plan
|

Wes Clark has a Universal College Plan that will enable all Americans to attend college if they choose:
- Make the first two years of college free for most students - providing a Universal College Grant of $6,000 per year. Wes Clark's plan will provide a $6,000 Universal College Grant towards the cost of tuition, fees, room and board for the first two-years of any public or private college. Wes Clark's Universal College Grant will cover 100 percent of the tuition and fees for the average four-year public institution Ð currently $4,694 per year. In the process, Wes Clark will consolidate the existing tax credits and grants for college, and greatly simplify the financial aid process by providing the full $6,000 Universal College Grant to any student whose family makes up to $100,000.
- Restrain spiraling tuition increases. President Bush's irresponsible tax cuts for the wealthiest Americans have contributed to the fiscal crisis faced by states and localities. States, in turn, have been forced to increase tuition and fees to balance their budgets. Wes Clark will relieve the fiscal pressure on States-and their need to pass tuition increases on to students-with the $20 billion in a State and Local Tax Rebate Fund dedicated to education and training.
- Enhance savings for college. Wes Clark will provide low-income families with greater incentives to save for college by extending the Saver's Credit to education IRAs.
